Airfield Upgrade to Meet Specific User Needs

The Department of Defence has unveiled plans to upgrade the Cocos (Keeling) Islands Airfield, ensuring that it meets specific user needs while adhering to relevant ventilation, thermal comfort, and air quality requirements. The project will also comply with mandatory National Construction Code requirements.

Hydraulic Services


A key aspect of the upgrade is the provision of a reliable potable water supply. Currently, the West Island’s water source is vulnerable to contamination from fuel spills. To address this, a sea water reverse osmosis desalination plant will be delivered by the Department of Infrastructure, Transport, Regional Development, Communications and the Arts, with financial support from Defence.

Electrical Services


The airfield lighting system and apron floodlighting will be supplied from a free-standing Airfield Lighting and Equipment Panel located adjacent to the apron. Power will be provided through diesel generators or redundant capacity on West Island’s network, depending on availability.

Fire Protection


The project has assessed asset classification and criticality to determine fire protection systems for all facilities. Fire protection for temporary accommodation camps, quarantine stations, and permanent material offloading facilities will comply with the Defence Manual of Fire Protection Engineering and National Construction Code.

Security Measures


To ensure works comply with necessary security measures and airfield protocols, an Airfield Method of Works Plan has been developed in consultation with the airfield operator. The project will also adhere to Defence Security Principles Framework requirements.

Acoustics


Temporary accommodation camp and quarantine station compound demountable buildings will comply with National Construction Code and Australian Standards for noise and acoustics.

Work Health and Safety


The project will comply with the Work Health and Safety Act 2011 (Cth) and relevant Defence policies. Contractors will be required to hold full work health and safety accreditation from the Office of the Federal Safety Commissioner under the Australian Government Building and Construction Work Health and Safety Accreditation Scheme.

Materials and Furnishings


Materials have been selected based on suitability for purpose, durability, ongoing maintenance requirements, and compliance with relevant codes and standards. The design process has also considered constructability in a remote location when selecting materials.

Landscaping


Landscaping will be minimal and complement the site’s character, while design will comply with airfield grading requirements, be low maintenance, and water-sensitive.

Childcare Provisions


There is no requirement for childcare facilities as part of this project. The upgrade aims to provide a safe and functional environment for personnel and stakeholders while adhering to relevant codes and standards.
