ALGERIA ENHANCES REGULATORY TECHNOLOGY FOR COMPLIANCE

In a move to strengthen its economic sector and conform with international standards, the Algerian government has established the Algerian Institute for Normalization (IANOR) as the primary body for handling standardization issues. The agency was set up through Executive Decree 98-69 and has since been working tirelessly to ensure that Algeria’s regulations meet global norms.

Overview of IANOR

IANOR oversees the elaboration, publication, and distribution of data on Algerian standards. It also provides conformity certifications to Algerian standards, issues quality labels, and delivers necessary authorizations for brand use in accordance with applicable regulations.

Collaboration with Other Government Bodies

IANOR works closely with other government bodies such as:

  • ALGERAC: Responsible for accrediting laboratories and ensuring that national regulations meet international norms.
  • INAPI: Protects industrial and intellectual property rights by handling patent, trademark, and copyright registrations.

Strict Regulations for Imported Products

Imported products are subject to strict regulations, particularly those related to cosmetics and hygiene. Companies must submit their product formulas for toxicology analysis before they can be cleared for importation.

Documentation Requirements for Imported Products

  • Customs documents: Required for all imported products.
  • Banking information: Needed for selected products.
  • Specific authorizations from police services: Necessary for certain products.
  • Health and safety clearances: Required for selected products.

Upon entry, customs officials will either issue an admission certificate or a non-admission certificate.

Standards and Labeling Requirements

IANOR establishes and publishes standards applicable in Algeria. In cases where no standard exists or disagreements need to be settled, the International Standards Organization (ISO) standard prevails. This ensures that Algerian regulations align with international norms, facilitating trade and economic growth.

  • Labeling requirements: Products must be labeled in Arabic, although labeling in French is not mandatory but considered helpful.
  • Marking requirements: Strictly enforced for consumer goods.
