Anti-Money Laundering Intelligence Office (AMLIO) Internal Regulation

Organization

The Anti-Money Laundering Intelligence Office (AMLIO) is a critical institution in Laos, responsible for implementing anti-money laundering (AML) and counter-financing of terrorism (CFT) regulations. AMLIO is divided into three main divisions:

Inspection Division


  • Conducts regular inspections on Reporting Entities (e.g., banks, financial institutions) to ensure compliance with AML/CFT regulations.
  • Develops a plan for inspections and reports the results to the Director General.

Information Technology and Communication Division


  • Develops and maintains information technology systems to support AMLIO’s activities.
  • Manages databases, networks, main works, and internet systems internally.
  • Collects statistics on computer equipment and electronic devices used by AMLIO.
  • Creates a plan for computer usage and electronic equipment management.

Other duties and rights of Director General and Deputy Director General


  • Perform other duties and exercise rights as per their positions.

Principles and Method of Work

AMLIO operates according to the principles of centralized democracy, consultation, and consensus. It conducts tasks based on:

  • Clear duty segregation: Responsibilities are clearly defined among staff members.
  • One-leader supervision: A leader oversees each task or project.
  • Promotion of creativity: Staff members are encouraged to think creatively and come up with innovative solutions.
  • Individual staff responsibility: Each member is accountable for their work.

Tasks are carried out following programs, projects, and detailed work plans. Regular inspections, evaluations, and lessons learned help refine the approach over time.

Final Provisions

The Anti-Money Laundering Intelligence Office’s budget is provided by the Bank of Lao PDR. The office has its own logo and seal for official use.

Related organizations (e.g., Cabinet, Personal and Organization, departments of the Bank of Lao PDR) shall implement this agreement efficiently. This regulation replaces previous decisions on AMLIO’s organization and operations.
