Indonesia’s Quest for Effective Asset Recovery Strategies: Overcoming Challenges and Building Capacity

Indonesia has been actively pursuing asset recovery strategies to combat corrupt practices and embezzlement of public assets. Despite significant progress in signing mutual legal assistance agreements with countries like China, Singapore, and Switzerland, the process remains complex and coordination among relevant agencies is challenging.

Key Challenges


  • Limited human resource capacity at the Asset Recovery Centre (PPA)
  • Officials lacking necessary knowledge to effectively gather intelligence and conduct financial investigations
  • Need for expertise in tracing assets, conducting international investigations, and collaborating on a global level in English
  • Relevant institutions like the Corruption Eradication Commission (KPK) and Ministry of Law and Human Rights (MoHLR) lack resources and asset recovery experts

Capacity Building and Interagency Coordination


To address these challenges, the International Development Law Organization (IDLO) is implementing a project to strengthen capacity building and interagency coordination. The “Capacity-Strengthening of Indonesian Government on cross-border Asset Recovery and Mutual Legal Assistance Program” aims to:

  • Build the capacity of the PPA and other relevant officials through training
  • Enhance asset recovery across borders

Achievements


The project has already achieved significant milestones, including:

  • Revision of the PPA Guidelines on Asset Recovery in 2017
  • Revised guidelines expected to optimize the performance of the PPA by reinforcing domestic and foreign asset recovery processes
  • AGO-approved guidelines will be used to inform a Standard Operating Procedure for the PPA

Future Plans


IDLO plans to conduct a comparative study with other countries, including the Netherlands, resulting in a roadmap to further strengthen asset recovery in Indonesia. The project’s success is crucial in helping Indonesia overcome the complex challenges of asset recovery and achieve its commitment to eradicating corruption.
