Asset Recovery Procedures in Malawi Get Boost with New Specialist Hire

In its ongoing efforts to strengthen asset recovery procedures in Malawi, the International Centre for Asset Recovery (ICAR) has announced the hiring of a Senior Asset Recovery Specialist. This new addition will support the country’s anti-corruption efforts by working closely with local authorities to pursue non-conviction based forfeiture cases.

Tackling Serious and Organised Corruption Programme

The new hire is part of ICAR’s Tackling Serious and Organised Corruption (TSOC) programme, which is funded by the UK Foreign, Commonwealth and Development Office (FCDO). The programme aims to strengthen investigation and prosecution capacity in Malawi, with a focus on recovering stolen assets.

Key Responsibilities

As a Senior Asset Recovery Specialist, the new hire will:

  • Provide case-based mentoring and advice to prosecutors and investigators from various competent authorities
  • Advise on criminal prosecutions at the Directorate for Public Prosecutions and Anti-Corruption Bureau as required
  • Develop and implement suitable strategies and analysis in support of civil and criminal cases
  • Assist investigators and prosecutors with financial investigations and asset tracing
  • Support the development of criteria for prioritizing cases with asset recovery prospects

Collaboration and International Partnerships

The specialist will work closely with:

  • International partners to facilitate effective prosecutions and coordinate efforts between law enforcement agencies
  • Investigators and prosecutors from various competent authorities, including:
    • Financial Intelligence Agency
    • Anti-Corruption Bureau
    • Asset Forfeiture Unit
  • Directorate for Public Prosecutions and Anti-Corruption Bureau

Eligibility Criteria

The ideal candidate should have:

  • A strong background in asset recovery, with at least 15 years’ experience in non-conviction based forfeiture cases
  • Proven track records of working collaboratively with various law enforcement authorities
  • Experience working in Sub-Saharan African countries

Remuneration and Application Details

Remuneration for the position will be commensurate with experience and responsibility, and additional allowances may apply. The ICAR is seeking applications by December 1, with only short-listed candidates being contacted.
