National Disaster Relief Efforts Get Boost from Comprehensive Policies

In recent years, the Philippines has been plagued by devastating natural disasters, such as typhoons and earthquakes, which have left thousands of families affected and in need of disaster relief assistance. To better prepare local government units (LGUs) for these impending disasters, the Department of Social Welfare and Development (DSWD) has formulated comprehensive policies and plans that aim to streamline disaster relief efforts and reduce vulnerability to natural disasters.

Streamlining Disaster Relief Efforts

The DSWD’s National Resource Operations Center plays a crucial role in streamlining disaster relief efforts by providing food and non-food packs to affected households. The center uses predictive analytics to estimate the number of households that will be affected days in advance, allowing for timely distribution of relief goods to LGUs.

Improving Disaster Relief Assistance

According to data from 2011-2015, an average of 59 percent of families affected by natural and human-induced calamities received disaster relief assistance. However, early recovery efforts for typhoons like Sendong, Pablo, and Yolanda were hindered by issues such as temporary settlements, lack of sanitation facilities, and psychosocial support.

Ambitious Targets for Disaster Relief Assistance

To address these challenges, the government has set ambitious targets to reduce vulnerability to disasters. The Philippine Development Plan 2017-2022 aims to:

  • Increase disaster relief assistance coverage to 100 percent
  • Provide emergency shelter assistance to all affected families
  • Ensure zero deaths and missing persons due to disasters per 100,000 population

Building Socioeconomic Resilience

The plan also focuses on building socioeconomic resilience by reducing individual, economic, environmental, and natural risks. To achieve this, the government will:

  • Implement a convergence approach to help poor and vulnerable households become self-sufficient
  • Enhance the conditional cash transfer program
  • Reduce cases of child labor by 30 percent

Protecting Children’s Rights

In addition, the government has launched initiatives to protect children’s rights, increase maternity leave benefits for female employees, and harmonize paternity leave policies. These efforts aim to build an enabling environment that respects, protects, and fulfills the rights of all children in the country.
