Albania Enhances Financial Crime Detection through Data Analytics

Joint Initiative Strengthens Skills of Prosecutors, Investigators, and Judicial Police Officers

A joint initiative of the European Union and Council of Europe has brought together Albanian prosecutors, investigators, and judicial police officers to enhance their skills in financial analytics and open-source investigations. The training event aimed to equip participants with the knowledge, understanding, and skills necessary to apply appropriate tools and techniques for financial investigation.

Participants and Co-organizers

Twenty-seven officials from the Special Prosecution Office against Corruption and Organised Crime, General Prosecution Office, and National Bureau of Investigation took part in the event. The School of Magistrates in Albania co-organized the training, providing local insights on the implementation of domestic legislation and practical challenges that Albanian law enforcement agencies face.

Expert Input from Council of Europe

Three Council of Europe experts shared their experience and knowledge about international standards and best practices in financial investigation. They highlighted the importance of:

  • Planning a financial investigation
  • Building an investigation strategy
  • Prioritizing the use of appropriate techniques
  • Utilizing open-source information and other sources to develop intelligence

Key Topics Discussed

The participants discussed various topics, including:

  • Direct and Indirect Methods of Proof: Participants explored the use of electronic evidence in proving financial gain, a key component of financial investigation.
  • Open-Source Intelligence Tools and Techniques: Co-operation with the School of Magistrates provided insights on the implementation of domestic legislation and practical challenges faced by Albanian law enforcement agencies.

Joint Programme: Action against Economic Crime in Albania

The training event is part of the “Action against Economic Crime in Albania” initiative, a joint programme of the European Union and Council of Europe aimed at assisting beneficiaries in the Western Balkans region and Turkey to comply with Council of Europe standards and European Union acquis.
