Enhancing Forensic Accounting Skills for Judges and Prosecutors in Moldova

The CLEP Project recently organized a two-day webinar on Forensic Accounting, aiming to improve the skills of judges and prosecutors in this specialized field. The event was held online from April 21-22, 2020, in collaboration with the National Institute of Justice of the Republic of Moldova.

Expert Presentations

Experts from the Council of Europe presented the main functions of forensic accounting in investigation and litigation processes, focusing on corruption and fraud offenses. Participants learned about:

  • The main functions of forensic accounting in investigation and litigation processes
  • Standards for forensic accounting reports
  • Objective-setting for subject-matter experts
  • Conditions under which judges and trial participants can request expert analysis

Practical Learning Exercises

To ensure practical learning, attendees were assigned individual work exercises to complete during the training session. This hands-on approach allowed participants to apply their knowledge in a real-world setting.

National Institute of Justice Panel Discussion

The event provided a platform for the National Institute of Justice to discuss current challenges related to forensic accounting expertise and analyze the legal framework of the Republic of Moldova in this field.

Impact of COVID-19 Pandemic

Due to restrictive measures imposed in response to the COVID-19 pandemic, the webinar was conducted online. Despite the challenges posed by the pandemic, participants were able to interact seamlessly with Council of Europe experts.

Outcomes and Future Directions

The event marked a significant step forward in strengthening the skills of judges and prosecutors in forensic accounting techniques, enabling them to better tackle complex cases involving corruption and fraud. The CLEP Project aims to continue supporting the development of forensic accounting expertise in Moldova, promoting justice and fighting against economic crimes.
