COMPLIANCE IN THE FINANCIAL SECTOR IN LIBYAN ARAB JAMAHIRIYA: EXPERT URGED TO SUPPORT E-ENABLE PROJECT

The financial sector in Libya is set to receive a boost with the appointment of a key expert to support the implementation of Component Three (C3) of the European Union-funded E-enable project. The Central Bank of Libya (CBL) is collaborating closely with the expert to achieve several objectives.

Objectives of the Expert

The expert will focus on developing the credit infrastructure by:

  • Strengthening the capacities of the Libyan Credit Information Centre
  • Improving its services

Additionally, the expert aims to create a conducive regulatory environment for:

  • Fintech development in Libya
  • Enhancing financial access to digital financial services

Other objectives include:

  • Creating a conducive regulatory environment for the development of the leasing market in Libya
  • Strengthening the capacities of a leasing company
  • Improving banks’ potential activity and overall performance, leading to the supply of financial products/services to MSMEs

Key Tasks

The expert’s main tasks will include:

  • Supporting the Key Expert in ensuring a smooth development of activities
  • Facilitating communication with Libyan stakeholders
  • Ensuring compliance with Islamic Finance
  • Supporting Expertise France team on forthcoming workshops with international and local Libyan stakeholders

Project Timeline

The project is set to run for 90 days, from January 25th, 2024, to February 28th, 2025. Applications are open until January 24th, 2024, at 15:00.

Requirements for the Expert

To be eligible for the position, the expert must have:

  • A Master’s degree in Business Administration, Economics, Finance, or related field
  • At least five years of professional experience in economic development/MSME development in Libya
  • Excellent network within Libyan authorities, the Central Bank, and financial institutions
  • Sound understanding of the Libyan financial system
  • Good knowledge of EU technical assistance projects and processes
  • Fluency in English and Arabic
  • Strong interpersonal skillset and ability to manage a complex constellation of stakeholders
