PNG Police Boost Financial Crime Investigation Capabilities Amid Corruption Concerns
In a bid to combat the growing menace of financial crimes, the Royal Papua New Guinea Constabulary (RPNGC) has launched a specialized training program for its officers.
Enhanced Investigative Capabilities
By year-end, nearly 80 police officers will have received expert training in investigating and prosecuting fraud and corruption cases. The RPNGC Fraud and Anti-Corruption Directorate is conducting nationwide courses on fraud investigations and prosecution, with the latest session held in Kokopo, East New Britain, for 28 officers from the New Guinea Islands region.
Strengthening Investigative Capacity
According to Chief Surgeant Kila Guma, course instructor, the training aims to strengthen the capacity of officers to investigate and prosecute complex fraud cases in a coordinated manner. This is the second group of officers to undergo this training, following one conducted earlier this year for 29 officers from the Southern Region in Port Moresby.
Comprehensive Training Program
The comprehensive training program covers practical issues such as:
- Investigation planning and management
- Interactive sessions on elements of offenses
- File preparation
- Evidence gathering
Participants will also receive training on recent legislation concerning money laundering and proceeds of crime, which is essential to combating increasingly complex financial crimes.
Benefits for Investigators and Prosecutors
Fraud investigators like Senior Constable Tina Nikints, who praised the training as “something I have been longing for,” are expected to benefit significantly from this initiative. Nikints shared her experience, saying that before receiving formal training, she had to rely on reading old court files to understand what was involved in investigating fraud cases.
Police prosecutors like Senior Constable Felicitas Mare also welcomed the training, stating that it will lead to more effective and efficient investigations and prosecutions. “After this course, I will really know how to deal with fraud matters,” Mare said, expressing her gratitude for the opportunity.
Australian Government Support
The RPNGC’s financial crime investigation initiative is supported by the Australian government through its Justice Services and Stability for Development Programme.
Future Training Sessions
With plans in place to conduct the next session in Mt Hagen for officers based in the Highlands region, authorities are optimistic that this training will significantly enhance their capabilities in tackling financial crimes in Papua New Guinea.
