Turkey Boosts Financial Crime Investigation Techniques in Anti-Money Laundering and Terrorism Fight
Turkey has recently concluded a comprehensive training program on “Financial Investigations related to Money Laundering and Terrorism Cases” for 90 law enforcement and financial intelligence officials from various agencies.

The three-day training, held from October 25 to 27, brought together international experts from the Council of Europe to share best practices and discuss the latest techniques in initiating parallel financial investigations using a risk-based approach. Participants learned how to:

- Present evidence suitable for money laundering prosecutions
Understanding Financial Crimes
The training sessions delved into the differences and similarities between money laundering and terrorist funding offenses, as well as an overview of current and emerging threats and vulnerabilities in terrorist financing. Case studies on the use of financial investigation in reactive and proactive counter-terrorism investigations showcased the significant value that financial intelligence and financial investigations bring to wider counter-terrorism efforts.
Proactive Use of Financial Intelligence
Moreover, the training highlighted how the proactive use of financial intelligence combined with other investigative techniques can enable terrorism plots to be disrupted. This enhanced understanding is crucial for Turkish law enforcement agencies and financial intelligence officials to effectively combat financial crimes and prevent illegal activities.
Regional Action against Economic Crime
The training was part of the Regional Action against Economic Crime, a joint European Union and Council of Europe program under the “Horizontal Facility for the Western Balkans and Turkey 2019-2022” initiative. The program aims to strengthen the capacities of Turkish law enforcement agencies and financial intelligence officials in combating economic crimes, including money laundering and terrorist financing.
