Canada Slaps Sanctions on Individuals Linked to Corruption in Haiti
Combating Corruption and Stabilizing the Haitian Economy
In a move aimed at combating corruption and stabilizing the fragile Haitian economy, Canada has introduced new regulations targeting individuals accused of fuelling the humanitarian crisis in the country. The sanctions come into effect immediately and aim to pressure those individuals to change their behavior and cease supporting criminal gangs.
Sanctions Designed to Combat Corruption and Gang Violence
According to Global Affairs Canada, the designated individuals use their positions as leaders of criminal gangs and members of the political and economic elite to inflict gratuitous violence on the Haitian population, including sexual violence, with a callous disregard for international norms and standards related to human rights.
- The sanctions are part of Canada’s broader approach to international assistance in Haiti.
- The country chairs the Economic and Social Council (ECOSOC) Ad Hoc Advisory Group on Haiti, using this platform to develop and discuss coordinated international responses to Haiti’s economic and development challenges.
Minimal Impact on Canadian Businesses Expected
The regulations have been designed to minimize impact on Canadian businesses. While costs for banks and financial institutions are expected to be minor, there is a possibility that the amendments could create additional costs for businesses seeking permits.
Enforcement and Penalties
The sanctions will be enforced by the Royal Canadian Mounted Police (RCMP), with individuals found guilty of contravening or failing to comply with the regulations facing fines of up to $25,000 or imprisonment for up to one year. The Canada Border Services Agency will also play a role in enforcing the sanctions.
Commitment to Supporting Haiti
“We hope that these sanctions will serve as a deterrent to others engaged in or considering similar criminal behavior,” said Sébastien Sigouin, Executive Director of Global Affairs Canada’s Haiti Division. “We remain committed to supporting the people of Haiti and working with our international partners to address the root causes of corruption and instability.”
