Millions of Dollars Pumped into Afghanistan Despite Taliban Takeover
Kabul, Afghanistan - The United States has been pouring millions of dollars into Afghanistan over the past year, despite uncertainty surrounding the Taliban’s takeover in August 2021. According to a new report by the Special Inspector General for Afghanistan Reconstruction (SIGAR), the US government analyzed documentation from various organizations to determine the amount of funding provided to Afghanistan.
Cash Transfer Process
The report found that since August 2021, the US has been purchasing, transporting, and transferring millions of dollars in cash to Afghanistan, despite concerns over existing sanctions against the Taliban. The process involves buying US currency from the Federal Reserve Bank of New York, physically moving it into Afghanistan, electronically transferring it to partner organizations’ bank accounts, and exchanging it for Afghanis, the country’s national currency.
Challenges Faced by Aid Organizations
The report highlights the complex challenges faced by aid organizations in delivering humanitarian assistance to Afghanistan following the Taliban takeover. Prior to August 2021, Afghanistan relied heavily on international donor assistance to finance its government’s annual budget and public expenditures. However, uncertainty surrounding the applicability of existing sanctions against the Taliban complicated efforts by international donors to provide assistance.
Sanctions Regime
The report notes that the US has imposed sanctions against the Taliban since 1999, and in 2001, designated it as a terrorist organization. Immediately following the Taliban takeover, international donors and aid organizations were unsure whether their assistance activities were permissible under these existing sanctions.
Clarification from Treasury’s Office of Foreign Assets Controls
To alleviate the crisis, Treasury’s Office of Foreign Assets Controls issued seven General Licenses between November 2021 and February 2022 to clarify the sanctions regime and allow international donors and aid organizations to resume humanitarian and development assistance in Afghanistan.
UN Appeal for Aid
In January 2022, the UN made its largest appeal for aid for a single country, requesting $4.4 billion to assist over 22 million Afghans. International donors contributed more than $3.7 billion to the UN to help fund life-saving humanitarian aid. However, delivering this assistance was difficult due to the challenges in transporting cash into Afghanistan.
