CDB-DR Implementation Team Takes Shape: Key Roles Announced
The National Municipal Housing Corporation (NMHC) of the Commonwealth of the Northern Mariana Islands (CNMI) has finalized its implementation plan for the Community Development Block Grant Disaster Recovery (CDBG-DR) program. This plan outlines key roles and responsibilities to ensure successful project management.
Key Roles and Responsibilities
To oversee various aspects of the program, several critical positions have been established:
- Program Manager: Responsible for overall program management, including coordination with federal and state agencies, as well as local governments.
- CDBG-DR Procurement Officer: Oversees all procurement-related matters, ensuring compliance with federal and state regulations.
- Section Supervisors: Manage day-to-day activities associated with implementing the CDBG-DR and CDBG-MIT programs, including project management, tracking, and compliance.
- CDBG-DR Compliance Specialists: Monitor programmatic and operational compliance, ensuring adherence to federal and state regulations.
- CDBG-DR Accountants, Administrative Specialists, and Procurement Specialists: Support fiscal and compliance functions, as well as procurement and contract management.
Professional Services
The plan also outlines the need for professional services in:
- Environmental compliance
- Section 106 reviews
- Davis-Bacon and Related Acts (DBRA)
- Fair Housing and Equal Opportunity (FHEO)
Technical assistance consultants will work closely with NMHC’s CDBG-DR Procurement Officer and Administrative Manager to ensure compliance with these regulations.
Compliance Team
To monitor grants performance and provide quality assurance checks, the CNMI has established a CDBG-DR Compliance team. This team will:
- Conduct regular self-monitoring
- Perform risk assessments
- Carry out monitoring visits for inter-government recipients, vendors, and contractors
