A recent report by the International Monetary Fund (IMF) has highlighted the Democratic Republic of Congo’s (DRC) inadequate use of human and information technology resources in its fight against climate change.
Challenges Facing the DRC’s Climate Change Efforts
- The country is still grappling with alignment and cross-cutting recognition of climate considerations in national and sectoral strategies.
- There is a lack of a legal framework and land management strategy, hindering the country’s ability to effectively address climate-related risks and impacts on infrastructure.
- Budget execution rates are extremely low, discouraging all participants involved in project budgeting and implementation.
IMF Recommendations
The IMF has recommended seven high-priority actions for the DRC:
- Adopt a decree on public investment management covering all stages of project development.
- Systematize preliminary appraisals of projects using standard methodologies that include climate impact assessments.
- Produce a comprehensive, realistic three-year Public Investment Program to support transparent project selection processes.
- Develop an integrated bank of projects supported by an IT system for monitoring and reporting.
- Take steps to develop standard methodologies for maintenance needs linked to climate change.
- Strengthen budget unity by improving integration of capital and current budget preparation.
- Coordinate capital spending between central government and provinces in accordance with the decentralization process.
Additionally, several medium-priority recommendations were made, including:
- Strengthening transparency and competition in public procurement.
- Adopting a double budget appropriation system.
- Transitioning to program-based budgeting.
International Support
International development partners have welcomed the report’s findings and recommendations, emphasizing the importance of supporting the DRC in its efforts to address climate-related challenges.
“The DRC is a critical partner in global efforts to address climate change,” said a spokesperson for the European Union. “We are committed to supporting the country in its efforts to develop more effective public investment management practices and promote sustainable development.”
Government Response
The DRC’s government has acknowledged the report’s findings and has pledged to implement the recommended actions to improve its public investment management practices.
“We recognize that our efforts to address climate change are hindered by inadequate public investment management,” said a senior government official. “We are committed to implementing the IMF’s recommendations and improving our country’s ability to effectively address climate-related challenges.”
