Strengthening International Cooperation to Combat Cybercrime
Dar es Salaam, Tanzania - The United Republic of Tanzania has emphasized the need for stronger international cooperation to combat the growing menace of cybercrime. At an international conference on cybersecurity, Tanzania’s delegation highlighted the importance of establishing clear guidelines and regulations to prevent and prosecute cybercrimes.
Proliferation of ICTs Creates New Opportunities for Criminals
The country stressed that the proliferation of information and communication technologies (ICTs) has created new opportunities for criminals to commit crimes across borders. This has led to a need for international cooperation to address the challenge of cybercrime.
Proposed Convention to Combat Cybercrime
To address this challenge, Tanzania proposed the adoption of a comprehensive convention that would establish criminal offenses related to cybercrime. These offenses include:
- Illegal access
- Interception
- Destruction of electronic data and computer systems
- Digital fraud and forgery
Liability for Legal Persons and Natural Persons
The country also emphasized the need for member states to impose liability on legal persons in relation to cybercrimes, extending to natural persons acting on behalf of or under the cover of a corporation.
Procedural Measures to Expedite Investigations
Furthermore, Tanzania called for the inclusion of procedural measures to expedite the preservation and disclosure of electronic data, production orders, search and seizure of stored computer data, and protection of whistleblowers and witnesses.
Law Enforcement and Technical Assistance
In terms of law enforcement, the country urged the need for:
- Training
- Technical assistance
- Exchange of expertise among member states
- Effective prevention and combat of cybercrimes
- Sharing intelligence and best practices in detecting and prosecuting offenders
Joint Investigations and Financial Support
Tanzania also emphasized the importance of joint investigations and financial support from developed countries to help developing nations implement strategies to detect, prevent, and combat cybercrimes.
Commitment to International Cooperation
The country reaffirmed its commitment to cooperate with other states and international organizations to:
- Prevent and suppress cybercrimes
- Protect the rights of victims
- Ensure that perpetrators are brought to justice
