International Cooperation Key to Combating Financial Crime in Iran

The Islamic Republic of Iran is taking crucial steps to strengthen its capacities against money laundering and financing of terrorism with the assistance of the United Nations Office on Drugs and Crime (UNODC).

Vulnerability to Drug Trafficking

Iran’s geographical position makes it vulnerable to drug trafficking, particularly opiates originating from Afghanistan and destined for European markets. To combat this issue, Iran is working closely with UNODC to prevent the proceeds of organized crimes from entering and distorting the legal financial market.

Efforts to Combat Financial Crime

UNODC is providing technical assistance to Iranian authorities through seminars, workshops, and trainings on anti-money laundering (AML) and countering financing of terrorism (CFT). The goal is to bring Iran’s AML/CFT legislative and institutional framework in line with UN and international standards.

Implementation of AML Legislation

In 2008, the I.R. of Iran adopted its AML legislation and ratified bylaws in 2009. This led to the implementation of the law and establishment of key institutions such as the High Council on Anti-Money Laundering, Executive Secretariat, and Iranian Financial Intelligence Unit.

Recent Seminar and Future Plans

A recent two-day seminar held in November 2011 brought together over 138 professionals from various organizations to share knowledge and expertise on preventing money laundering and financing of terrorism. The event was attended by Dr. Asghar Abolhasani Hastiani, Deputy Minister of Economic Affairs and Finance of the I.R. of Iran, who expressed gratitude for UNODC’s assistance in developing Iran’s anti-money laundering framework.

UNODC will continue to support Iran’s efforts to combat financial crime through a series of events planned for 2012. The agency will also assist the country in conducting an AML/CFT self-assessment from January 16-18, 2012.

Key Conventions and Ratification

The UNODC representative emphasized the need for ratification of key international conventions, including: * United Nations Convention against Transnational Organized Crime * Its Protocols * International Convention against the Financing of Terrorism

By working together with UNODC, Iran is committed to strengthening its capacities and implementing effective measures to combat financial crime.
