Title: New Project to Combat Financial Crime in Serbia and Montenegro with Support from Sweden and the Council of Europe

Background

The Swedish International Development Cooperation Agency (Sida) and the Council of Europe have recently signed an agreement to fund the project “Preventing Money Laundering and Terrorist Financing in Serbia and Montenegro.” This project aims to help address the remaining Anti-Money Laundering/Countering Financing of Terrorism (AML/CFT) regulatory shortcomings in these countries, thereby strengthening their AML/CFT prevention and enforcement regimes.

Project Objectives

The overarching objective of the project includes the development of an effective and sustainable framework for preventing and suppressing money laundering and terrorist financing. This will encompass:

  • Primary and secondary legislation
  • Organizational solutions
  • Specialization

Key Outcomes

The project is expected to yield the following key outcomes:

  1. Fortified AML/CFT compliance and oversight of financial and designated non-financial business and professions.
  2. Enhanced terrorist-financing risk management for Non-Governmental Organizations.
  3. Improved risk-based border controls concerning cash and goods smuggling, terrorist financing, and proliferation.
  4. Augmented transparency of beneficial ownership information for legal persons and arrangements.
  5. Enhanced criminal justice sector processing of money laundering and terrorist financing cases.
  6. Strengthened confiscation of proceeds and instrumentalities of crime’s effectiveness.
  7. Amplified inter-agency cooperation on asset declaration verifications.
