Cameroon’s Anti-Corruption Efforts Under Scrutiny
A recent report has shed light on the challenges faced by Cameroon’s anti-corruption efforts, highlighting the need for significant reforms to combat corruption and fraud. The study surveyed public sector employees and identified several key obstacles hindering effective anti-corruption measures.
Challenges in Anti-Corruption Efforts
The report found that many respondents believed that the lack of control, inadequate motivation, and increasing strength of organized crime were major factors contributing to the persistence of corruption practices. Additionally, the study highlighted the need for good pension incentives and a “modify Chinese solution” to align elected leaders with electors’ goals and aspirations.
Inadequate Anti-Corruption Agencies
One of the key challenges identified by the report is the lack of independence and impartiality of anti-corruption agencies, particularly the National Anti-Corruption Commission (CONAC). The study found that CONAC’s inability to freeze, seize or confiscate assets, nor refer cases to court or other disciplinary institutions, undermines its effectiveness in combating corruption.

According to Dr. F.S. Habtermicheal, an expert on anti-corruption strategies, “The lack of independence of anti-corruption agencies is a major obstacle to effective corruption prevention.” He emphasized the importance of independent agencies that can investigate and prosecute cases without fear of political interference.
Recommendations for Reform
To address these challenges, the report recommends:
- Empower independent anti-corruption agencies: Allow them to investigate and prosecute cases without fear of political interference.
- Implement good pension incentives: Align public officials’ interests with those of electors through fair compensation and benefits.
- Introduce a “modify Chinese solution”: Make public officers accountable for their actions, including long-term sentences and confiscation of assets.
- Strengthen whistleblower protection laws: Encourage citizens to report corruption by providing them with effective protection from retaliation.
