Comoros Embarks on Digital Transformation with Regulatory Technology for Compliance
The Government of Comoros has launched a comprehensive digital transformation initiative aimed at enhancing citizens’ access to public e-services and promoting the country’s economic growth. The National Digital Development Agency (ANADEN) was established in 2019 to oversee the implementation of the national digital strategy, “Digital Comoros 2028.”
Key Objectives of Digital Comoros 2028
The national digital strategy focuses on six strategic areas:
- Digitalization of Public Services: Enhance citizens’ access to public e-services
- Regulatory Frameworks: Develop regulatory technology for compliance
- Cybersecurity: Protect citizens’ data and prevent cyber threats
- Promotion of ICT: Foster the growth of the IT sector in Comoros
- Human Resources Development: Train and develop human resources in digital skills
- Increasing IT Sector Contribution to GDP: Enhance the contribution of the IT sector to the country’s GDP
Progress towards Digital Transformation Goals
The government has set a goal to increase Internet penetration from 8% in 2017 to 54% by 2028. To achieve this, ANADEN is implementing 14 public platforms, including:
- e-Government Portal: Provide citizens with access to digital public services such as birth certificates, residence certificates, visas, and national identity cards
- e-Registry Platform: Enable online declaration of businesses and completion of necessary procedures
- Online Public Procurement Portal: Manage public procurement from preparation of tender documents to awarding contracts
International Partnerships and Support
The government is partnering with international organizations such as the UN, World Bank, and ITU to develop e-Government in Comoros. Private companies like Comores Numérique and Comores En Ligne are also investing in digitalization.
Regional IT Hub and Digital Agriculture Platform
Comoros aims to become a regional IT hub by developing financial services and logistics. The country’s first digital agriculture platform, DIMAKOM, was launched in March 2022 to support digital innovations. As of April 2023, 16 farmers have registered on the platform.
Challenges and Commitment to Digital Transformation
Despite some challenges, including infrastructure constraints and bugs on some websites, the government remains committed to achieving its digital transformation goals. ANADEN’s efforts to develop regulatory technology for compliance are expected to contribute significantly to Comoros’ digital transformation and economic growth.
