Compliance Officer Roles and Responsibilities in the US Virgin Islands

Overview
The Government of the Virgin Islands is seeking a Compliance Officer to join the Virgin Islands Board of Nurse Licensure (VIBNL). The successful candidate will be responsible for assisting management with internal operations related to licensure, discipline, and records management.
Key Duties and Responsibilities
- Focus on complaints and disciplinary proceedings, processing board and court orders for each case
- Conduct random checks on nurses with probationary terms
- Oversee investigative activities involving offenders/clients, staff, and private citizens that may affect security, public safety, or department operation
- Conduct investigations related to Virgin Islands Government Nursing Programs in the USVI
- Assist the VIBNL’s Disciplinary Administrative Committee with complaints, investigations, settlements, drafting legal documents, preparing exhibits, and coordinating with attorneys
- Investigate requests, complaints, or allegations in relation to appropriate laws and regulations of the government
- Interact with the public and outside agencies, work remotely, and conduct onsite visits at Schneider Regional Medical Center, Governor Juan F. Luis Hospital, private medical facilities
- Perform criminal background checks, review court records, controlled substance prescriptive monitoring profiles, nurses’ employment records, and health records
Collaboration and Communication
- Collaborate with local law enforcement, department of public safety officers, Drug Enforcement Agency (DEA) agents, the USVI Medical Board personnel, and Board investigators
- Identify issues involved and any written or interview evidence needed
- Establish the interrelationship of facts and/or evidence in a case through questioning of principals and witnesses
Reporting and Testifying
- Write clear, concise, comprehensive reports of investigations utilizing all pertinent field notes and other data
- Testify on behalf of the Government in administrative disciplinary hearings
Supervision and Compliance
- Supervise the maintenance of files, supplies, and preparation of reports
- Process criminal background checks on applicants
- Assist in planning, developing, and executing the Board’s operating procedures
- Participate in the planning of the Board’s activities and ensure compliance with laws, regulations, and codes
Requirements
- Must meet all requirements of VIBNL’s Board Training for the National Council of State Boards of Nursing (NCSBN) on Basic Board of Nursing Investigator Training
- Participation in NCSBN meetings, conferences, online calls, and all duties as required by NCSBN
Working Conditions
- Travel is required
- Performs all other related duties as assigned by the Executive Director or Executive Manager
