Kampala, Uganda - The University Research Company (URC) has announced a job opening for a Compliance Officer to support its USAID-funded Uganda Health Activity program. This five-year project aims to strengthen health systems and improve overall health outcomes in seven priority regions of Uganda.

Ensuring Compliance with Regulations and Policies


As part of the program’s efforts to ensure compliance with relevant regulations, policies, and laws, the Compliance Officer will play a crucial role in monitoring and enforcing internal control procedures. Reporting directly to the Compliance Advisor, the officer will be responsible for reviewing project operating procedures, program implementation protocols, and all payments made to subcontractors, grantees, and other procurements.

Key Responsibilities


  • Identify and Assess Areas of Significant Business Risk: The Compliance Officer will identify areas that require attention and assess the level of risk involved.
  • Implement Best Audit and Business Practices: The officer will implement best practices in line with applicable internal audit statements to ensure compliance with regulations.
  • Manage Resources and Audit/Financial Review Assignments: The officer will manage resources and assignments related to audits and financial reviews.
  • Contribute to Development and Implementation of Internal Audit Policies and Procedures: The Compliance Officer will contribute to the development and implementation of internal audit policies and procedures.

Additional Responsibilities


The officer will also work closely with the Monitoring and Evaluation team to perform random checks on field activities, including training and mentorship, as well as checks of service delivery data for all technical areas. Additionally, they will conduct ad hoc investigations into identified or reported risks and ensure complete, accurate, and timely audit information is reported to relevant stakeholders.

Requirements


The ideal candidate should have:

  • A degree in B.COM, Internal Auditing, Accountancy, Business Administration, Finance, or a related field.
  • ACCA or CPA qualifications are mandatory.
  • At least three years of experience in compliance, audit, contracting, grants, or finance.
  • Previous experience working with USAID-funded projects and computerized financial management systems is an added advantage.
