Compliance Officer (P3)

Job Title: Compliance Officer (P3) Duty Station: Erbil, Iraq Grade: P3 Type of Appointment: Professional Staff Duration: 1 year with possibility of extension

Key Responsibilities

  • Ensure the integrity of all financial transactions and compliance with IOM’s Financial Regulations and Rules (FRR) in Iraq.
  • Review and approve payment vouchers, invoices, and other financial documents to ensure accuracy, completeness, and conformity with FRR.
  • Conduct regular internal audits to identify areas for improvement and recommend corrective actions.
  • Provide technical assistance to staff on compliance-related issues, including training and capacity-building programs.
  • Collaborate with the Head of Resources Management to develop and implement administrative control procedures.
  • Coordinate external auditing exercises and respond to audit findings.
  • Review PRISM roles of all IOM Iraq staff and advise on any conflicting roles.
  • Report concerns and issues related to non-compliance with IOM policies, rules, and regulations.

Required Qualifications

  • Master’s degree in Business Administration, Economics, Accounting, or a related field from an accredited academic institution.
  • Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA).
  • 5 years of relevant professional experience in management, humanitarian operations, and international organizations.

Skills

  • Excellent writing, communication, and negotiation skills.
  • Strong familiarity with IOM finance, procurement, and HR procedures and rules.
  • High level of computer literacy, particularly in accounting systems and software.
  • Knowledge of MS Office and SAP (an advantage).
  • Fluency in English (oral and written) and working knowledge of Kurdish and Arabic (an advantage).
