The Iraqi office of a leading non-governmental organization (NGO) is seeking a highly qualified Compliance Officer to assist in exercising oversight responsibility in implementing the compliance and ethics program in Iraq. Job Summary
The Compliance Officer will report directly to the HAI HQ Compliance Manager and have a dotted line to the Iraq Country Director to ensure oversight and integration of the position into the Iraqi Office operations. The ideal candidate will possess at least 4 years of related compliance experience, with NGO and U.S. federal government compliance experience being an added advantage.
Key Responsibilities
- Assist in developing, reviewing, implementing, and managing HAI/HA compliance and ethics policies and procedures.
- Conduct internal risk assessments and compliance reviews for Iraq programs to identify areas of non-compliance.
- Prepare annual Risk Assessment Monitoring Plan to identify gaps, weaknesses, and errors, and develop recommendations to resolve and mitigate them.
- Report on compliance matters and escalate high-risk, fraud, abuse, and safety and security issues to senior management.
- Conduct due diligence reviews and risk assessments for vendors/partners/grantees, developing a corrective/ mitigation plan and monitoring performance to ensure compliance.
Other Responsibilities
- Implement and manage internal investigation protocols for the Iraq office.
- Investigate compliance and ethics issues, including fraud, waste, abuse, award/subaward noncompliance, and inappropriate use of company resources.
- Prepare comprehensive investigation reports and conduct post-investigation reviews to monitor retaliation safeguards and effectiveness of speak-up culture.
Requirements
- Bachelor’s degree in a relevant field (such as law, business, or public administration).
- At least 4 years of related compliance experience.
- Language fluency and command of Kurdish/Arabic and English (spoken and written).
- Ability to work independently with strong team skills and critical thinking abilities.
Preferred Skills
- Knowledge and understanding of local labor laws and U.S. federal government compliance rules and regulations.
- Excellent computer skills in Microsoft Word, Excel, and QuickBooks.
- Ability to travel locally when necessary.
- Prior experience utilizing critical thinking and problem-solving skills to resolve high-risk/sensitive issues effectively and efficiently.
