HAITI: Compliance Officer Role and Responsibilities
World Vision International (WVI) is seeking a qualified candidate to fill the position of Compliance Officer in Haiti. The successful candidate will be responsible for ensuring that all financial transactions are compliant with WVI’s financial management policies and procedures.
Job Description
The objective of this position is to maintain reporting compliance monitoring systems in Sun system, provide financial information to stakeholders, and ensure efficient and risk-free decision-making processes.
Main Activities
- Cash Process:
- Review payment requests for purchases, departments, and advances to ensure compliance with WVI’s financial procedures.
- Monitor actual departmental expenditures against approved budget items and alert management to any irregularities.
- Internal Process:
- Assist in allocating strategic resources between technical programs and projects.
- Monitor and implement audits and controls.
- Review departmental budget requests.
- Manage Change and Updates in SunSystem:
- Update the chart of accounts.
- Codify special projects.
- Perform account cancellations.
- Analyze data changes by regional accountants during report preparation.
- Financial Report:
- Generate reports for budget managers on a monthly basis.
- Prepare aging reports for asset accounts.
- Ensure that financial reports are generated weekly.
Reconciliation
Ensure timely reconciliation of restricted bank accounts, including:
- Account 121 - Direct funding of the Restricted Cash Support Office.
- Account 132 - Allocated funds. Capacity building in SunSystem will also be an essential part of this role.
Audit
Facilitate internal and external audit staff to perform an annual financial audit. Implement audit recommendations within 90 days of the audit.
Job Qualifications
- Education:
- Bachelor’s degree in Accounting, Finance or Economics.
- Diploma of Chartered Professional Accountant of Haiti (CPAH).
- Good knowledge of SunSystem preference accounting software.
- Advanced level in Microsoft Excel.
- Additional experience:
- 3-5 years of accounting/finance experience in an international NGO.
- Knowledge of French and English (written and spoken).
- Experience in the financial management of government grants.
Work Environment
The position requires a willingness to make domestic and international trips up to 15% of the time. The job involves working in a full-time or part-time environment, depending on the case.
