Compliance Officer Role and Responsibilities in Central African Republic

Overview
The Norwegian Refugee Council (NRC) is seeking a Regional Compliance and Risk Management Specialist to support its country programs in the Central African Republic. As part of the Central and West Africa Regional Office, this position will play a critical role in establishing a compliance and risk management unit to ensure NRC’s compliance obligations are met and risks are mitigated.
Responsibilities
As a Regional Compliance and Risk Management Specialist, you will be responsible for:
- Developing tools and methods to measure compliance in delegated areas of high organizational risk
- Providing technical support, advice, and capacity building to Country Office staff and management groups on compliance management
- Fostering an organisational culture related to ethics and compliance
- Implementing compliance checks in countries within the Central and West Africa Region
- Providing regular reports to the Country Management Group (CMG) and Regional Management Group (RMG)
- Contributing to the contextualization of new policies and procedures, as well as embedding internal control mechanisms
Critical Interfaces
You will work closely with various stakeholders, including:
- CWA RO staff: obtaining and providing information, providing support and guidance
- Country Offices: providing specialist technical advice, guidance, and capacity building in relation to compliance
- Institutional Partnership Advisors: collaborating to promote awareness, build capacity, and share information on compliance to donor regulations
- Senior Legal Advisors (HO): collaborating to promote awareness, build capacity, and share information on compliance to legal regulations
Competencies
To be successful in this role, you will need:
- A minimum of 5 years of humanitarian management experience, including an oversight and control role
- Relevant experience in the design and implementation of compliance management programs
- Professional knowledge of compliance and risk management
- Fluency in English, both written and verbal
- Strong understanding of humanitarian operations
- Knowledge of organisational culture and cultural change
- Legal educational background is a strong asset
- Professional proficiency in French is required
