Uganda’s Compliance Officer: A Key Role in International Development

Kampala, Uganda - In an effort to strengthen its compliance with internal policies and procedures as well as donor regulations, GOAL, a leading international humanitarian agency, is seeking a qualified Compliance Officer based in Kampala.

Job Summary

The successful candidate will be responsible for ensuring effective compliance with GOAL’s activities, taking into account the ethical and normative standards required by Uganda national legislation. The role requires a strong background in finance or business administration, with experience in donor rules and regulations, financial or audit.

Qualifications


To qualify for this position, candidates must possess:

  • A Bachelor’s degree in finance or business administration (accounting), commerce (finance/accounting)
  • At least level 2 in ACCA/CPA
  • Two years of experience in a similar role

Desirable Skills


In addition to the essential qualifications, desirable skills include:

  • Experience in anti-terrorism checks and sanctions
  • Automated systems
  • Compliance reviews
  • Familiarity with USAID project experience (added advantage)

Key Responsibilities


The key duties and responsibilities of the Compliance Officer will include:

  • Conducting quarterly compliance reports based on assigned quarters, reviewing transactions, and ensuring audit trails.
  • Keeping a record of action points and recommendations from quarterly reviews and presenting them to the Systems Director.
  • Collaborating with the Systems Management for the implementation and updating of internal procedures required by HQ.
  • Training HR and Systems staff in Compliance with donor rules and regulations.

Ideal Candidate


The ideal candidate will also be expected to advise different areas within the organization on various issues related to donor requirements, including:

  • Proposal preparation
  • Signing agreements
  • Establishing partnerships
  • Reporting
