Iraq Compliance Officer Role: A Key Position in Promoting Ethical Practices and Compliance with Laws
Introduction
Baghdad, Iraq - Heartland Alliance International (HAI), a U.S.-based non-profit human rights and justice organization, is seeking a highly qualified Compliance Officer to join its team in Baghdad, Iraq. The successful candidate will play a crucial role in ensuring the implementation of HAI’s compliance and ethics program in Iraq, promoting ethical practices, and preventing violations.
Position Summary
The Iraq Compliance Officer will work closely with senior management to develop, review, implement, and manage HAI’s compliance and ethics policies and procedures. The position will also involve conducting internal monitoring and risk assessments, investigating compliance issues, providing training and capacity building, and participating in external audits and monitoring reviews.
Key Responsibilities
- Develop, review, and implement compliance and ethics policies and procedures for HAI’s Iraq operations
- Conduct regular reviews to ensure policies and procedures are up-to-date and effective
- Conduct internal monitoring and risk assessments to identify areas of non-compliance with HAI’s policies and procedures
- Identify potential risks and develop strategies to mitigate them
- Investigate compliance issues, including fraud, waste, abuse, and award/subaward noncompliance
- Conduct thorough investigations and provide recommendations for corrective actions
- Provide training and capacity building on compliance and ethics to HAI staff in Iraq
- Develop and deliver training programs to ensure staff understand compliance requirements
- Participate in external audits and due diligence reviews
- Collaborate with auditors and review teams to ensure effective implementation of audit findings
- Collaborate with local staff and HQ staff to ensure compliance with local laws and regulations
- Ensure compliance with local labor laws, taxes, and other regulatory requirements
Qualifications and Preferred Skills
Required:
- Local Kurdish with fluent command of Arabic and English (spoken and written)
- At least 4 years of related compliance experience, preferably in the NGO sector or U.S. federal government
- Strong team player with ability to work independently and prioritize tasks
Preferred:
- Knowledge of local labor laws and regulations, as well as U.S. federal government compliance rules and regulations
- Excellent critical thinking skills, problem-solving capabilities, and attention to detail
- Ability to travel locally when necessary
