Compliance Officer Role in Uganda
Job Announcement
The University Research Company (URC) has announced a job opening for a Compliance Officer to support the USAID Uganda Health Activity (UHA). The successful candidate will be based in Kampala, Uganda and will report directly to the Compliance Advisor.
Program Overview
The purpose of UHA is to strengthen the quality and availability of healthcare services in seven priority regions across Uganda. The program aims to improve health system resilience at various levels, including:
- Regional
- District
- Facility
- Community
Job Responsibilities
As a Compliance Officer, the successful candidate will be responsible for ensuring compliance with:
- USAID regulations
- URC-CHS policies and procedures
- Government of Uganda regulations and laws
Key responsibilities include:
- Reviewing project operating procedures, program implementation protocols, and all payments to assess/audit financial transactions made to subcontractors, grantees, and other procurements.
- Conducting reviews and audits to ensure compliance with USAID regulations, URC-CHS policies and procedures, and Government of Uganda regulations and laws.
Requirements
The ideal candidate should have:
- A degree in Business Administration, Finance, or a related field
- At least three years of experience in compliance, audit, contracting, and grants
- ACCA or CPA qualifications
- Registration as a member of the ICPAU
- Experience working with USAID-funded projects
- Experience using computerized financial management systems such as QuickBooks (an added advantage)
Skills and Qualities
The successful candidate should also have:
- Excellent documentation, communication, management, and organizational skills
- Ability to work independently and collaboratively
- Previous experience working with URC or other US Government agencies (desirable)
