Caribbean Island Nation Takes Steps to Enhance Building Code Compliance Amid Rising Disaster Risks

A Comprehensive Training Program for Dominica

In an effort to mitigate the devastating effects of natural disasters, the Caribbean island nation of Dominica has launched a comprehensive training program for building code compliance and enforcement. This initiative is backed by the Global Facility for Disaster Reduction and Recovery (GFDRR) and the World Bank.

The Challenge of Building Code Enforcement in Dominica

In 2017, a hurricane caused an estimated $1.4 billion in damages and losses, equivalent to roughly 226% of Dominica’s GDP. Even with building codes in place to improve construction safety and quality, effective enforcement remains a challenge.

Identifying Training Needs and Developing a Curriculum

A technical team conducted an assessment of training needs, identifying four priority areas:

  • Improving understanding and application of national and OECS building codes: Building professionals and government stakeholders require a deeper understanding of the regulations to effectively enforce code compliance.
  • Enhancing knowledge of relevant engineering principles: Participants need to comprehend the underlying engineering principles to assess the costs and benefits of interventions to strengthen code compliance.
  • Communicating the benefits of code compliance: The training program must educate participants on the importance of code compliance and its impact on reducing disaster risks.
  • Conducting public outreach: A comprehensive training program should include strategies for engaging with the public and promoting code compliance.

Training of Trainers (ToT) Program

A curriculum was developed to address these gaps, focusing on equipping participants with practical information to assess the costs and benefits of interventions to strengthen code compliance. A cost-benefit analysis of hurricane retrofitting solutions revealed that retrofit packages generally save more than they cost, making it a worthwhile investment for Dominica’s housing stock.

Pilot Program Results

A pilot of the ToT program was implemented in March 2023, targeting government officials and building professionals with significant roles in building regulations. The survey showed that:

  • 94% of participants found the training useful for their roles: Many appreciated the interactive structure and hands-on features.
  • Hands-on features and interactive structure: These elements were highly valued by participants.

Supporting CARICOM Peers

GFDRR and the World Bank are now poised to support Dominica’s CARICOM peers as they develop their own training programs for building code compliance and enforcement. A customizable training strategy and implementation plan will be developed and disseminated throughout the Caribbean, acknowledging that each country’s context will require tailored approaches.
