- Improve basic infrastructure, human resources, and technical capabilities to support the Palestinian health sector.
- Ensure that healthcare services are accessible, affordable, and of high quality for all individuals in the occupied territory.
Sustainable Procurement
- Ensure sustainable procurement of pre-qualified vaccines, medicines, and medical equipment for the region.
- Comply with international humanitarian law and WHO norms and standards.
Non-Discriminatory Access to Medical Countermeasures
- Guarantee non-discriminatory access to medical countermeasures such as vaccines, therapeutics, and diagnostics for all individuals in the occupied territory, including east Jerusalem and the occupied Syrian Golan.
- Comply with International Law and WHO norms and standards.
Unhindered Passage and Access to Healthcare Services
- Ensure unhindered passage for Palestinian ambulances.
- Respect medical personnel and facilitate access to healthcare services for patients and medical staff in occupied east Jerusalem and abroad.
Resource Allocation
- Allocate human and financial resources necessary to achieve the objectives outlined above.
