Cordaid: Uncovering Financial Fraud and Power Abuse Scandal in Central African Republic Office
The Netherlands-based humanitarian organization, Cordaid, has been engulfed in a scandal involving misconduct by staff members in its Central African Republic (CAR) office. Preliminary findings from both internal and external independent investigations revealed clear violations of Cordaid’s Code of Conduct and professional standards.

What Went Wrong?
Investigations uncovered instances of mismanagement, corruption, and fraud committed by certain Cordaid staff in the CAR office. The staff involved engaged in fraudulent activities:
- Misappropriated funds

- Circumvented financial and operational procedures
Senior staff members are also under investigation for sexual harassment allegations towards female colleagues. These allegations cannot be ignored.
The inappropriate working environment in the Cordaid CAR office allowed such behavior to become somewhat normalized.

Measures Taken
Addressing integrity issues requires both firmness and compassion, and this approach has been evident in Cordaid’s response:

- Hired an external professional investigations agency
Six Cordaid staff members in the CAR were implicated, including the country director. Contracts were terminated or suspended in accordance with Dutch labor law. Replacements have been made.
