Maintaining Public Security in Kyrgyzstan: Challenges Facing Law Enforcement Agencies

Despite efforts by the government to reform its law enforcement agencies, corruption and traditional practices continue to hinder their ability to maintain public security and order in Kyrgyzstan.

Institutionalized Corruption and Traditional Practices


The Ministry of Internal Affairs is primarily responsible for enforcing laws in the country, with various departments tackling different aspects of law enforcement. However, highly institutionalized corruption and traditional practices such as “Ala kachuu” or bride kidnapping have exacerbated problems and led to mounting criticisms by the public.

In recent years, the government has been reviewing the changing of the name of the force from militsiya to police in an effort to increase interaction with the general public and gain their confidence. According to Transparency International, corruption remains a significant problem in Kyrgyzstan, with the country ranking 129th out of 180 countries in its Corruption Perceptions Index. The government has acknowledged the issue and has taken steps to address it, but progress has been slow.

The first of November is celebrated as Professional Day of Police, commemorating the founding of the predecessor of the current Kyrgyz police in 1924.
