Palestinian Government’s Financial Disclosure System Falls Short in Preventing Corruption

The Palestinian Authority’s (PA) financial disclosure system has failed to prevent corruption and impunity, despite its intent to counteract illicit enrichment and promote transparency. A report by the Palestinian Anti-Corruption Commission (PACC) reveals that only 86.3 percent of public officials submitted their financial statements on time, with many examples of undue gains resulting from the exploitation of public office.
Lack of Effectiveness
The system, which requires public officials to declare their wealth and assets, has been in place since 2002. However, critics argue that it lacks teeth and does not ensure public deterrence or intervention to prevent corruption. According to a senior official at the PACC:
“The current system is ineffective in preventing corruption and impunity. Many public officials have exploited their positions for personal gain, and there is little accountability.”
Limited Transparency
Financial disclosure statements are kept by the President’s Office and Chair of the High Judicial Council (HJC), but these are not audited or reviewed regularly. This lack of transparency has limited the usefulness of the system in preventing corruption and exploitation of public office.

Few Cases Investigated
The report revealed that only six cases of suspected corruption were investigated by the Corruption Crimes Court, with many suspects fleeing the country before being brought to justice.

Commitment to Strengthening the System
The Palestinian government has committed to implementing Chapter II of the United Nations Convention against Corruption, which includes “Preventive Measures” and “Asset Recovery”. However, much work remains to be done to strengthen the financial disclosure system and prevent corruption.
PA’s Response
In response to these criticisms, the Palestinian government has pledged to review and strengthen its financial disclosure system, including increasing transparency and accountability measures. A PA spokesperson stated:
“We are committed to fighting corruption and promoting transparency in all aspects of our work. We will continue to work with international partners to strengthen our anti-corruption efforts and ensure that public funds are used for the benefit of all Palestinians.”
