The Struggle Against Corruption
Despite being rich in natural resources, the Central African Republic (CAR) has struggled with endemic corruption, which has led to its dismal economic performance. The country’s weak anti-corruption policies have allowed corrupt officials to thrive, making it difficult for CAR to reach its potential.

According to Transparency International’s Corruption Perception Index, CAR was ranked 154th out of 189 countries in 2021, a decline from the previous year’s 146th. The country’s Constitution has two main anti-corruption provisions - the Responsible Governance article and Financial Disclosure Article - but these have been ineffective due to a weak judiciary.
A Lesson from Rwanda
Rwanda, which is more populated and has fewer resources, provides an example of what CAR could achieve with effective anti-corruption policies. Despite corruption still being prevalent in Rwanda, the government has implemented a National Anti-Corruption Policy that has led to a significant reduction in funds lost to corruption. The policy includes law enforcement and oversight institutions, as well as recommendations for cross-cutting actions to be undertaken by the private sector, civil society, and the public.
Challenges in CAR
In contrast, CAR’s judiciary is understaffed and poorly funded, making it susceptible to bribery by government officials. Corruption cases often go unprosecuted, with no action taken against those who fail to comply with financial disclosure articles.
The Impact of Corruption
The lack of effective anti-corruption policies has led to widespread corruption in the three arms of government, including the political elite, judiciary, and law enforcement agencies. This has resulted in the sapping of funds from the economy, which are diverted into the pockets of corrupt officials. Corruption has also contributed to:
- A reduction of the tax base, as private businesses operate without licenses and give bribes instead
- Discouragement of investors, where their private property is not guaranteed
- Smuggling of natural resources, including diamonds, gold, and uranium
The Need for Change
For CAR to reach its potential, it needs to adopt a national anti-corruption policy that contains guidelines for both the private and public sectors. The judiciary must also be strengthened to prevent bribery and ensure that corruption cases are prosecuted effectively.
