Financial Crime Investigation Techniques Boosted in Papua New Guinea

The Royal Papua New Guinea Constabulary is taking a significant step to strengthen its efforts against financial crimes by equipping almost 80 police officers with specialist training in investigation and prosecution of fraud and corruption.
Nationwide Training Program
The RPNGC Fraud and Anti-Corruption Directorate has been conducting a nationwide course on Fraud Investigations and Prosecutions, which recently concluded for 28 officers from the New Guinea Islands Region in Kokopo, East New Britain. This is the second group of officers to undergo this training, following one conducted in March for 29 officers from the Southern Region in Port Moresby.
Boosting Capacity
The training aims to boost the capacity of these officers to investigate and prosecute complex fraud and related matters in a coordinated manner. According to Course Instructor, Chief Sergeant Kila Guma, the training significantly increases the effectiveness of police in detecting, investigating, and prosecuting fraud, corruption, and similar crimes.
Course Content
The course covers practical issues such as:
- Investigation planning and management
- Interactive sessions on elements of offences
- File preparation and evidence
- Training on recent legislation concerning money laundering and the proceeds of crime
Participants will receive hands-on training on how to investigate and prosecute fraud cases more effectively.
Participant Feedback
Senior Constable Tina Nikints, a fraud investigator based in East New Britain, praised the training, saying it was something she had been longing for. “When I started in the Fraud and Anti-Corruption Unit I didn’t have any formal training,” she said. “I used to read old court files to understand what was involved.”
Senior Constable Felicitas Mare, a police prosecutor based in West New Britain, also expressed enthusiasm for the course, which covers the latest trends and techniques. “After this course, I will really know how to deal with fraud matters,” she said.

The initiative is supported by the Australian Government through the Justice Services and Stability for Development Program.
Next Training Session
The next training session is planned for Mt Hagen, targeting officers based in the Highlands region.
