Cyber Threats and Vulnerabilities in Moldova on the Rise

Moldova, a small country bordering Ukraine, has been facing increasing cyber threats and vulnerabilities in recent years. As part of Russia’s broader campaign to destabilize the region, Moldova has encountered numerous attempts by Russian hackers to breach its critical infrastructure and compromise national security.

The Need for Enhanced Cybersecurity

Despite efforts by international partners to build up Moldova’s cyber capacity, the country remains heavily reliant on external support. To fill the gaps in its cybersecurity defenses, Moldova needs to prioritize three key areas:

  • Establishing a robust national cyber incident response plan: A well-developed plan will enable the country to effectively respond to and mitigate the impact of cyber attacks.
  • Conducting regular “hunt forward” operations: Identifying vulnerabilities and potential attackers through proactive measures can help prevent or minimize the damage caused by cyber threats.
  • Participating in international exercises: Collaborating with other countries and organizations, such as NATO’s Cooperative Cyber Defence Centre of Excellence, can provide valuable training and experience for Moldovan cybersecurity professionals.

International Response to Moldova’s Cyber Threats

The European Union has launched several initiatives aimed at improving Moldova’s cybersecurity, including:

  • The Cybersecurity Rapid Assistance program: This initiative provides support to countries in need of assistance with cyber attacks.
  • The deployment of a Cyber Rapid Response Team (CRRT): This team can quickly respond to and mitigate the impact of cyber attacks.
