Senegal’s National Cybersecurity Strategy (SNC2022)

The Government of Senegal has outlined a comprehensive plan to achieve its goals in cybersecurity by 2022 through the National Cybersecurity Strategy (SNC2022). This strategy aims to strengthen the legal and institutional framework for cybersecurity, protect all stakeholders from cyber threats, and develop skills and resources to safeguard IT systems and data.

Overall Approach

The SNC2022 adopts a proactive approach to ensure that:

  • The public and private sectors, civil society, and individuals are protected from cyber threats.
  • All players develop the necessary skills and resources to protect their IT systems and data.

This strategic aim focuses on improving the legal and institutional framework for effective management of cyber threats and combating cybercrime. The specific objectives are:

  • Analyze shortcomings in laws and regulations concerning ICT to develop adequate tools to improve the cyber environment and combat cybercrime.
  • Subscribe to regional and international conventions on cybercrime and cybersecurity.
  • Examine and improve procedural powers for investigating cybercrime.

Specific Aim 1.2: Strengthen the Institutional Framework to Ensure Effective Governance in Cybersecurity

  • Create a strong leadership and effective governance structure with clear functions and roles for coordinating and responding to cyber incidents.
  • Establish a national cybersecurity structure, CERT/CSIRT, consultative committee on cybersecurity, and cyber-defence command and control centre.

Expected Outcomes

The implementation of these actions will lead to:

  1. An up-to-date system of laws and regulations in line with international standards.
  2. Judicial and security units equipped with tools to combat cybercrime.
  3. A coherent, effective national approach to develop, implement, and coordinate cybersecurity operations.
  4. An operational centralized governance structure for cybersecurity.
