- Identify gaps and overlaps in emergency response asset communications and authority links, and develop communication channels across emergency response functions and geographic areas of responsibility.
Cybersecurity Mind-Set
Our review emphasizes the need to promote a cybersecurity mind-set among all citizens, public sector entities, and private organizations. We will:
- Enhance efforts at all levels of government to raise awareness about risks and threats.
- Design systems that enable users to embed secure practices into their everyday use of the Internet and online services.
Trust and Confidence on the Internet
To promote trust in the use of e-government services, we will:
- Develop campaigns that educate citizens on safe online practices.
- Encourage the development of local e-commerce services while emphasizing the need for security.
- Improve the affordability and availability of online payment services to encourage users to adopt new e-commerce services.
User Understanding of Personal Information Protection Online
We recognize the importance of protecting personal information online. To address this concern, we will:
- Establish programs to raise user awareness of online risks and available measures to protect personal information.
- Encourage a public debate on the protection of personal information and the balance between security and privacy.
Reporting Mechanisms
To combat cybercrime effectively, we will:
- Establish a central mechanism that allows citizens to report all types of cybercrime to law enforcement.
- Raise awareness about available reporting channels among the wider public.
Awareness Raising and Education
Our review emphasizes the need for national cybersecurity awareness raising programs and education initiatives. We will:
- Designate a government department to lead the implementation and monitoring of the cybersecurity awareness raising program.
- Coordinate with relevant stakeholders from private sector, academia, and civil society in its development.
Legislative Frameworks
To strengthen our legal framework on cybersecurity, cybercrime, and data protection, we will:
- Supplement existing legislation by amending established laws or adopting new laws to address the full scope of cybercrime, human rights online, child online protection, consumer protection, and intellectual property online.
