Project Summary
A new project, named ACAMOL-CZ
, was launched in the Czech Republic with the sole purpose of reinforcing the country’s anti-corruption and anti-money laundering systems. Backed by the Council of Europe and the Norwegian Financial Mechanism 2009-2014, the project will invest €1.76 million over a period of 20 months. The primary focus areas will be:
- Enhancing laws
- Institutions
- Capacities to prevent and combat corruption
- Identify related proceeds
- Share international best practices
Background and Justification
Corruption, organized crime, and money laundering pose significant threats to Central European countries and beyond. These illicit activities weaken trust in governance and stifle economic growth. The Czech Republic, highlighted by GRECO evaluations and its 2013 and 2014 Government Strategy against Corruption, needs to strengthen its anti-corruption and anti-money laundering systems. ACAMOL-CZ has been created to address these challenges.
Key Areas of Focus
The project will focus on the following areas:
- Criminal law and related enforcement measures
- Enhancing law enforcement, prosecutorial, and judicial authority capacities in pursuing corruption-related offenses
- Regulating political party and election campaign financing
- Improving whistleblower protection
Objective and Expected Outcomes
The objective of ACAMOL-CZ is to strengthen the Czech Republic’s national capacity for preventing corruption and related economic crimes. Expected outcomes include:
- Risk and threat identification
- Proposing legislative improvements
- Enhancing enforcement capacities
- Improving political party financing oversight
- Improving whistleblower protection
Target Groups
The project primarily targets representatives of criminal law enforcement authorities:
- Prosecutors
- Judges
- Members of the Czech police
- Selected employees of government administrations, including the Financial Analytic Unit of the Ministry of Finance and the Office of the Government
Implementation and Partnership
The Financial Analytical Unit under the Ministry of Finance of the Czech Republic is leading the project, with the Council of Europe serving as the project partner. The Council of Europe will contribute its expertise and extensively network to bring in best practices from CoE member-states.
