The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) has underscored the significance of a thorough due diligence process in ensuring that South Sudan’s Humanitarian Fund (SHF) is allocated effectively and efficiently.
Mandatory Due Diligence Process
As part of the mandatory due diligence process, all eligible implementing partners must submit and review basic documentation through the SHF Grant Management System (GMS). This includes:
- Updating organizational information
- Registration certificates
- Banking details on a regular basis
Consequences of Inaccurate Information
The agency warned that any missing or inaccurate information in the due diligence component may prevent a partner from being considered for funding and can cause delays in the overall allocation and contracting process.
Guidelines for Implementing Partners
OCHA has provided detailed guidelines on the required documentation. The agency emphasized the need for partners to submit accurate and up-to-date information, including:
- Bank statements
- Registration certificates
- Organizational documents
Implementing partners are also expected to provide a range of information, including:
- Organization’s name
- Banking details
- Contact information
Regular Updates Required
Partners must update their information on a regular basis or when changes occur. OCHA has emphasized the importance of verifying GMS users by forwarding requests for user access to the Legal Representative for confirmation.
Access Control
The agency stressed that only confirmed staff members of the organization should have access to the GMS.
Transparent and Accountable Allocation
The due diligence process is designed to ensure that SHF funding is allocated in a transparent and accountable manner. OCHA has urged partners to report any changes, including name changes, to avoid delays in the allocation process.
