Enhancing Environmental Assessment Framework in Timor-Leste

Timor-Leste is taking a significant step towards improving its environmental assessment framework with the support of the Asian Development Bank (ADB). The ELL sub-project aims to provide guidance to the Directorate for Regulation and Border Control (DRBF) on safeguards implementation in projects, increase stakeholder awareness about the Environmental Assessment (EA) process, and lead to an improved regulatory framework for EA in line with international standards.

Key Outputs

The sub-project will deliver six key outputs that will directly contribute to the enhancement of the EA framework in Timor-Leste. These outputs include:

  • Recommendations for General Regulations on EA and Environmental Licensing
  • Recommendations for Regulations on Public Consultation and Impact and Benefit Agreements
  • Recommendations for Regulations on the Evaluation Committee for Category A Projects
  • Guidelines for Public Consultation
  • Draft Regulations on the Registration of Consultants Deemed Competent to Undertake EA
  • Training Workshops for NDE Staff

Key Activities

The sub-project will involve several key activities, including:

  • Legal review and analysis of Environmental Basic Law and ELL and other relevant laws and regulations
  • Diagnostic study of the legal and regulatory framework for environmental impact assessment
  • Drafting of general regulations on EA and environmental licensing
  • Consultation workshops with stakeholders to discuss draft regulations
  • Training workshops for NDE staff on understanding and implementation of draft regulations

Language

The working language for the sub-project will be English, with all draft and final reports submitted in English, Portuguese, and Tetum languages.
