Cambodia Urged to Enact Anti-Corruption Law with International Cooperation Provisions

As the global fight against corruption and terrorism continues to gain momentum, Cambodia is being urged to enact an anti-corruption law that includes provisions for international cooperation. The proposed Law on Anti-Corruption aims to contain articles on international cooperation, mutual legal assistance, and extradition.

Why International Cooperation Matters

Corruption is a significant threat to international peace and security. It is crucial that Cambodia takes a proactive role in combating organized crime and corruption by enacting an anti-corruption law that includes provisions for international cooperation. This will enable the country to work together with other nations to combat corruption effectively.

Existing Laws in Cambodia

While existing laws in Cambodia allow officials to prosecute corrupt activities, experts argue that these laws need to be strengthened. The UNTAC Criminal Law and Procedure (1992) contains articles relating to comprehensive active and passive bribery offenses. However, the law should include a minimum level of procedures to ensure that the Anti-Corruption Body can begin work as soon as possible.

What the Public Can Do

The public is being urged to attend workshops and meetings on the draft Law on Anti-Corruption to express their need for it to meet international standards. Additionally, citizens are encouraged to:

  • Hold meetings with all stakeholders to mobilize the public
  • Voice your concerns at public consultation meetings held by the government
  • Lobby members of the government, National Assembly, and Senate who are responsible for passing the law
  • Pressure the government to move as quickly as possible to ratify the UNCAC once the law is passed

Consultative Group Review

The Consultative Group (CG) will review the progress on the anti-corruption law during its quarterly meeting in September and full meeting in December. The international community is watching Cambodia’s efforts to combat corruption closely, and experts say that swift action is needed to demonstrate the country’s commitment to transparency and accountability.
