EU Delegation Action Plan for Bosnia and Herzegovina

Roles and Responsibilities

The main stakeholders involved in the implementation of this action plan are:

  • EU Delegation to Bosnia and Herzegovina: The EU Delegation will be responsible for implementing the action.
  • Directorate for European Integration (DEI): DEI will channel requests for utilizing the Action through the EU Delegation or entities/cantons in FBiH or Brčko District level.
  • Local communities in Bosnia and Herzegovina: Local communities will be involved in the implementation of small/medium-size interventions related to EU integration requirements and/or to EU policies.
  • Entities, cantons in FBiH, and Brčko District institutions/coordinators in charge of European Integration and government administration: These entities will be responsible for coordinating the implementation of EU integration requirements and EU policies.

Implementation Methodology

The action will be implemented through:

  • Direct management by the EU Delegation: The EU Delegation will be responsible for implementing the action.
  • One grant, indicative of the total amount of funding available for the Action: The funding will be provided through a single grant.

Performance Measurement

Indicators will be measured against baseline values (2017) and target values (2020 and 2022). Sources of information include:

  • Surveys/opinion polls: Surveys and opinion polls will be used to measure the effectiveness of the action.
  • EUD web page, social media: The EU Delegation’s web page and social media channels will be monitored for information related to the action.
  • Project reports: Project reports will be used to evaluate the progress of the action.
  • Selected municipalities’ reports: Reports from selected municipalities will be used to assess the impact of the action.
  • Media monitoring: Media monitoring will be conducted to track the coverage of the action in local and national media.

Sector Approach Assessment

The Action is developed under the sector Democracy and Governance. It aims to:

  • Increase general visibility of EU values and EU assistance in local communities in BiH: The action will increase awareness of EU values and EU assistance among local communities in Bosnia and Herzegovina.
  • Support small/medium-size interventions related to EU integration requirements and/or to EU policies: The action will support small/medium-size interventions that are aligned with EU integration requirements and EU policies.
