EU and Council of Europe Collaborate to Bolster Ukraine’s Anti-Money Laundering and Counter-Terrorism Financing Frameworks

In an effort to strengthen Ukraine’s defenses against economic crime, the EU/CoE Partnership for Good Governance (PGG) programme has initiated a new project titled, “The Ukraine Project.” This undertaking is one of six projects under the second phase of the PGG, with a specific focus on enhancing institutional capacities and legislative frameworks in Ukraine.

Goals and Objectives

Unlike the previous phase (2015-2018), which primarily provided technical assistance to combat corruption, this current phase aims to tackle money laundering and terrorism financing issues identified by MONEYVAL, the Council of Europe’s monitoring body. This project aligns with the EU 2020 targets in the priority area, “Strengthening the rule of law and anti-corruption mechanisms,” and is consistent with the cooperation priorities outlined in the EU-Ukraine Association Agreement and Agenda, as well as the Council of Europe Action Plan for Ukraine (2018-2021).

The Ukraine Project’s ultimate goal is to reinforce the legislative and institutional frameworks to counteract money laundering and terrorism financing in Ukraine, in accordance with Council of Europe and other international standards.
