Europeans and Council of Europe Step Up Fight Against Financial Crimes, Terrorism Funding in Ukraine
Background
Amid growing concerns over money laundering, terrorist financing, and proliferation financing, the European Union (EU) and the Council of Europe (CoE) have launched a new project to bolster Ukraine’s regulatory capabilities and legislative framework.
The Partnership for Good Governance (PGG) Programme
This initiative forms part of the third phase of the Partnership for Good Governance (PGG) programme, which supports Eastern Partnership countries – Armenia, Azerbaijan, Georgia, the Republic of Moldova, and Ukraine – in their efforts to combat economic crimes.
Project Aims
The primary aim of the European Union and Council of Europe’s “Enhancing anti-money laundering, counter terrorist financing, and asset recovery regime in Ukraine” project is to protect and enhance the national financial system’s integrity and resilience against exploitation for such nefarious activities.
Alignment with EU Priorities
This project aligns closely with the priorities of the EU’s accession perspectives and the Council of Europe’s Action Plan for Ukraine, “Resilience, Recovery and Reconstruction,” from 2023 to 2026.
Key Focus Areas
The project focuses on the following areas:
- Strengthening institutional capacities and legislative frameworks
- Addressing issues pointed out by MONEYVAL
- Supporting Ukraine as it implements these reforms
