EU Imposes Sanctions on 23 Countries over Human Rights Violations, Chemical Weapons Proliferation, and Cyber-Attacks

The European Union (EU) has imposed sanctions on 23 countries for violating human rights, proliferating chemical weapons, and launching cyber-attacks. The restrictive measures aim to curb serious human rights violations and abuses, as well as prevent the proliferation and use of chemical weapons.

Sanctioned Countries

The following countries have been sanctioned by the EU:

  • Central African Republic
  • Democratic Republic of Congo
  • Guatemala
  • Guinea
  • Guinea-Bissau
  • Haiti
  • Iran (twice)
  • Iraq
  • Lebanon (three times)
  • Libya
  • Mali
  • Moldova
  • Nicaragua
  • North Korea
  • Somalia (twice)
  • South Sudan
  • Sudan
  • Syria
  • Tunisia
  • Turkey
  • Ukraine/Russia (five times)
  • Venezuela
  • Yemen
  • Zimbabwe

Sanctions

The sanctions include restrictions on:

  • Financial transactions
  • Exports of certain goods
  • Imports of certain goods

In addition, the EU has imposed measures against Hamas and Palestinian Islamic Jihad for supporting or facilitating violent actions.

Authorization Requests

Requests for exemption from these restrictive measures should be sent to sanctions@fi.etat.lu or by post mail to 3 Rue de la Congrégation, L-1352 Luxembourg.

The Office du contrôle des exportations, importations et du transit (OCEIT) in the Ministry of Economy is responsible for controlling exports, transfers, and imports of certain goods and implementing restrictive measures on commercial matters relating to these goods.
