European Union Police Assistance Project in Bosnia and Herzegovina
Enhancing Security for Citizens in Bosnia and Herzegovina
The European Union has launched a new police assistance project in Bosnia and Herzegovina aimed at improving security for citizens in the country. The “EUPA4BiH - European Union Police Assistance for Bosnia and Herzegovina” project will be implemented by a consortium led by the Center for International Legal Cooperation, with other partners including the German Foundation for International Legal Cooperation, CIVIPOL, FIIAPP, and CPMA.
Project Objectives
- Improve security in Bosnia and Herzegovina
- Enhance the effectiveness of institutions involved in combating transnational organised crime, corruption, drugs, money laundering, cybercrime, trafficking of human beings, terrorism, radicalisation, violent extremism
- Ensure better institutional interoperability
Project Components
The project will consist of 10 components, each focusing on a different area of policing and security:
- Fighting transnational organised/serious crime
- Prevention and countering terrorism and violent extremism
- Prevention and countering financial crime, money laundering
- Support for the enhancement of effective cooperation among law enforcement bodies and with prosecutors and judges
- External cooperation and coordination
- Information exchange
- Drafting legislation in line with EU acquis, European standards and best practices
- Border security
- Communication and outreach to citizens
National Long-Term Experts (LTEs) Sought
The consortium is seeking National Long-Term Experts (LTEs) in Internal and External Cooperation to support the implementation of project components related to fostering cooperation among different authorities within Bosnia and Herzegovina as well as between BiH and international agencies in combating organised crime.
Eligibility Requirements
- Candidate must be a national of Bosnia and Herzegovina
- Candidate must have not had any contractual relationship with relevant law enforcement agencies in the past six months
- Candidate must meet the required qualifications and skills
Application Process
Candidates interested in participating in the tender procedure are encouraged to submit their letter of interest by August 15, 2024. Only shortlisted candidates will be contacted for an interview, which is scheduled to take place between August 19-23 or 26-30, 2024.
Project Duration and Start Date
The project has a duration of 50 months and will start on September 2, 2024. The consortium expects the LTEs to have extensive experience in the criminal justice sector, with significant experience in working with and within law enforcement agencies, prosecutors’ offices, and courts in combating organised crime, preferably in Bosnia and Herzegovina.
Ideal Candidate Profile
- University degree in law or a related field
- Proficient command of written and spoken English
- Computer literacy
- Excellent communication skills
- Previous experience as an expert in EU or other donor-funded projects would be highly valued
