EU Imposes Strict Sanctions on North Korea

In a bid to curb North Korea’s nuclear and ballistic missile programs, the European Union has imposed a raft of sanctions targeting the country’s financial institutions, businesses, and individuals.

Financial Institutions Prohibited from Dealing with North Korea

  • EU-based banks are prohibited from establishing branches or subsidiaries in North Korea.
  • Existing accounts and relationships must be terminated.
  • The sale and purchase of North Korean public bonds is banned, as well as the provision of brokering services and other forms of financial assistance related to such bonds.

Prohibition on Luxury Goods and Investments

  • EU citizens are barred from directly or indirectly purchasing, selling, delivering, or transferring luxury goods to North Korea.
  • Specific types of prohibited goods are listed in a special EU document.
  • EU-based entities are prohibited from accepting or approving investments in commercial activities in the country that contribute to the development of nuclear technology, ballistic missiles, or other weapons of mass destruction.

Travel Restrictions and Expulsion of North Korean Nationals

  • The EU has imposed travel restrictions on individuals deemed to have a connection to activities that are to be prevented.
  • Member States must expel North Korean nationals who work on behalf of or at the direction of designated persons or entities.

Reporting Requirements for Credit and Financial Institutions

  • Special requirements have been introduced for credit and financial institutions, including the obligation to report suspicious transactions to the competent authority.

Targeting Funds and Economic Resources Belonging to Designated Persons

  • The sanctions target funds and economic resources belonging to designated persons, entities, or bodies engaged in or supporting North Korea’s prohibited programs.
  • EU citizens are prohibited from placing such funds at their disposal.

Prevention of Specialized Teaching or Training

  • EU Member States must take measures to prevent specialized teaching or training of North Korean nationals in disciplines that could contribute to the country’s proliferation-sensitive nuclear activities or the development of nuclear weapon delivery systems.
