Albanian Authorities Crack Down on Money Laundering with EU Training

In a significant effort to strengthen Albania’s financial security, representatives from various Albanian institutions recently attended an online training on money laundering investigation and prosecution.

Participants and Objectives

Over 35 professionals from the following institutions participated in the training:

  • General Prosecution Office
  • Economic Crime Sections at the District Prosecution Offices
  • Albanian State Police
  • General Directorate for the Prevention of Money Laundering
  • Albanian Financial Supervisory Authority
  • Central Bank of Albania

The training, organized under the EU/Council of Europe Horizontal Facility for Western Balkans and Turkey Phase II – Action against Economic Crime in Albania (AEC-AL), aimed to equip participants with the necessary tools and knowledge to effectively combat money laundering within Albania.

Training Contents

During the training, participants were introduced to international best practices and various strategies relating to the investigation and asset confiscation:

  1. Application of domestic legislation to financially probe criminal cases
  2. Seizure and confiscation techniques through both national measures and international cooperation

Insightful Discussion

A highlight of the training was a discussion of the ‘Guidelines on asset tracing for purposes of seizure and confiscation’ prepared by the Project. This comprehensive case study provided investigators and prosecutors with valuable insights into counteracting financial crimes and enhancing their understanding of the subject.

Post-Training Perspective

A representative from the General Prosecution Office of Albania underscored the importance of the skills and knowledge acquired during the training:

“[These skills and knowledge] will significantly improve final confiscations and convictions for money laundering cases in the country.”

The representative also emphasized the importance of inter-agency collaborations:

“Such joint endeavors will bolster the effectiveness of prosecutions.”
